Announcement about Relevant Issues Concerning Pressure Special Equipment by AQSIQ
In order to further regulate the manufacture license approval of import pressure bearing equipments, AQSIQ now announces as follows.
A. manufacture license requirements
(A) Manufacturers of boilers, pressure vessels, gas cylinders and their safety appurtenances, safety protection device (including safety valves, bursting discs and cylinder valves) and manufacturers of safety valves and bursting discs applied on pressure pipings shall obtain special equipment manufacture license.
(B) Other pressure piping components are temporarily not requested to obtain special equipment manufacture license, but products shall comply with the requirements of Chinese safety technical specifications and national standards. Pressure piping components imported for the first time should be type tested by type test institutes approved by AQSIQ. During pressure piping components’ import inspection, type test report and certificate issued by type test institute should be submitted to Entry&Exit quarantine departments. Only when the safety performance of the products has been proved by type test, can the products be sold and used in China. Pressure piping components equipped on boiler and pressure vessels manufactured as a whole set could do without type test. The boiler pressure vessel manufacturers should be responsible for the quality of its products. And safety performance of these pressure piping components should be tested with the imported boiler and pressure vessel products at the same time.
B. Quality assurance system requirements
Manufacture quality assurance system of boiler and pressure vessel manufacture license holder and applicant should meet TSG Z0004-2007 Basic Requirements for Special Equipment Quality Assurance System on Manufacture, Installation, Alteration and Repair, after six months since the publication of this announcement.
C. Basic safety requirements
The safety performance of pressure vessels should meet the basic safety requirements of pressure vessel safety technical supervision regulation to which it applies.
For stationary pressure vessels and transportable pressure vessels, when no Chinese standard is suitable, manufacturers could adopt international standards which are widely used to design and manufacture. Meanwhile, manufacturer should submit statement declaring the conformity of its products’ quality according to China basic safety requirements of pressure vessels and cross reference table in which the product performace and basic safety requirements are compared, to AQSIQ Special Equipment Licensing Office (hereinafter referred to as SELO ) . For products of the same type and with the same design parameters, cross reference table needs to be submitted simply for one time. After receiving the written document, SELO will notify the license holder the approved conformity statement number and public the number on its website within 5 working days. Manufacturers should put the conformity statement number, conformity statement and cross reference table into products manufacture data. The conformity statement format please refer to Annex 1. Cross reference table for stationary pressure vessels format please refer to Annex 2 and cross reference table for Transportable pressure vessels products please refer to Annex 3.
For gas cylinders and cylinder valves, when no Chinese standard is suitable, manufacturer should submit its design and manufacture standards to SELO. The standards should meanwhile be reviewed and recorded by China Standardization Technical Organization according to Gas Cylinder Safety Supervision and relevant provisions. License holders should design, manufacture and test their products according to the reviewed and recorded standards. The products should be type tested by type test institute approved by AQSIQ, and design documents should be appraised by inspection agencies approved by AQSIQ.
D. Risk assessment requirements
Manufacturers of Class Ⅲ stationary pressure vessels and transportable pressure vessel, high pressure vessel should provide risk assessment report with product delivery document (see Annex 4).
F. Other
Since the publication of this announcement, Boiler and Pressure Vessel Manufacture License Requirements ([2003] No. 194) the fourth chapter, Article 52 to Article 57 and Article 16 when design pressure of pressure vessel <10MPa with maximum diameter <150mm and the water volume <25L, pressure vessel manufacture license is not requested is abolished.
